Before you blame the melt: in most cases the melt is fine and something else is the problem. Here are the causes, in rough order of how often they turn out to be the culprit.

1. Nose blindness

By far the most common. Your olfactory receptors adapt to a constant smell within about fifteen minutes and stop reporting it. The melt is working; you have stopped noticing. Leave the room for ten minutes and come back. If it hits you at the door, nothing is wrong.

2. You judged it too soon

A melt needs about twenty minutes to fully liquefy and reach temperature. Candles throw almost immediately; melts build. Give it the full twenty before deciding.

3. The well is overfilled

A deep pool of wax insulates itself and the top surface never gets hot enough to evaporate the oil properly. Fill to about two-thirds and no more. More wax is not more scent.

4. Wrong well shape

Scent evaporates from the surface. A deep, narrow well has a small surface and releases slowly by design. If you want strength, you need a wide, shallow well, this is often the whole problem. See strongest smelling wax melts.

5. The room is too big, or too draughty

One standard melt comfortably handles a normal living room. An open-plan kitchen-diner, a hallway with a stairwell, or a room with a window open will dilute it. Use two burners in different spots rather than one big melt, that works far better than doubling up in one place. If you are fragrancing a small room instead, the opposite problem applies, see wax melts for small rooms to avoid overdoing it.

6. Low fragrance load

If none of the above applies, the melt may simply be under-fragranced. Anything below about 6% oil will struggle beyond a bathroom. Cheap multi-packs are usually where this shows up.

7. Old wax in the well

Residue from the last melt muddies the new fragrance and can flatten it entirely. Wipe the well every time you change melts. How to clean a burner.

A quick diagnostic

Put the same melt in a different burner with a wider well, in a smaller room, and leave for twenty minutes before walking back in. If you can smell it then, the melt was never the problem.
